I'm a shy kid and recently my school had a program change like every year. So i go to my new classes and theres this really hot girl that i like in 2 of my classes, and i think she likes me back. She stares at me everyday I see her, I would think thats creepy but I like it because i really like her. Sometimes she stares and I stare back and we look at each other for like 10 seconds and then look away, and other times she stares at me and I look back and she looks away. We even smiled at each other once, but weve never talked before.

So my question is: Does she like me back? and What do I say to her to start a conversation?

Please help.. ive never been so obsessed with a girl in my life.

For me, I'm not as certain as your other responder that she's into you. I find it very odd that if there are mutual feelings there and have been for a while, that neither of you have said a SINGLE word to each other. As far as what to say to her, generally, when you're wanting to talk with someone you've never spoken to before, introducing yourself is a good way to break the ice...

Well she most likely likes you so you should just introduce yourself or if your class has seating changes next time try and get one closer to her and you guys will eventually talk, or just make an excuse to ask her about an assignment in one of the classes you have together in the other class you have together.
